How can this

For those unfamiliar with the phrase 'MIDI building block' software or 'MIDI samples' as it is otherwise known, the idea is cunningly simple.
You need a drum beat or rhythm pattern here, a percussion riff there, a timbale solo somewhere else, a bass-line, a guitar lick, a brass stab, a harp gliss, a timpani roll, whatever.
Well, In the 'bad old days', you would have to purchase expensive hardware such as a sampler and then feed it with expensive software (the samples) and then have to worry about looping, pitching, tuning it to key, etc.
